153. Training funds and the incidence of training : the case of MauritiusOluyemisi Kuku, Peter F. Orazem, Sawkut Rojid, Milan Vodopivec, 2016, original scientific article Abstract: Training funds are used to incentivize training in developing countries, but the funds are based on payroll taxes that lower the return to training. In the absence of training funds, larger, high-wage and more capital-intensive firms are the most likely to offer training unless they are liquidity constrained. If firms are not liquidity constrained, the fund could lower training investments. Using an administrative data set on the Mauritius training fund, we find that the firms most likely to train pay more in taxes than they gain in subsidies. The smallest firms receive more benefits than they pay in taxes. Javno komuniciranje med zamejstvom in Republiko Slovenijo : o idealizaciji homogenosti diskurzov v čezmejni javni sferiPeter Sekloča, 2014, original scientific article Abstract: Članek obravnava popularne zahteve po večjem dostopu zamejcev in predstavitvi njihovih interesov v medijih v Republiki Sloveniji (RS), s čimer se po mnenju avtorja nekritično idealizira homogenost diskurzov različnih medijev in publik. (Ne)homogenost je konceptualizirana z gledišča funkcionalističnih in na drugi strani kritičnih diskurzivnih teorij javnosti, kjer slednje - za razliko od prvih - ne vidijo pogoja za integrirano javno sfero v prekrivajočih se diskurzivnih okvirih, temveč v odpravi družbenoekonomskih neenakosti javnih akterjev in v povečani pluralnosti medijev. Rezultati kvantitativne analize prispevkov zamejskih medijev in medijev v RS so pokazali, da se javna razprava oblikuje ob konkretnih zadevah z interpenetracijo diskurzivnih okvirov, ob tem, da javno komuniciranje med zamejstvom in Slovenijo odraža razlike v vplivu in moči med njima, kar mnogo bolje pojasnijo diskurzivne teorije. 158. Distance deviation measure of contouring variabilityPeter Rogelj, Robert Hudej, Primož Petrič, 2013, original scientific article Abstract: Background. Several methods that are currently used for contouring analysis have problems providing reliable and/ or meaningful results. In this paper a solution to these problems is proposed in a form of a novel measure, which was developed based on requirements defined for contouring studies. Materials and methods. The proposed distance deviation measure can be understood as an extension of the closest point measures in such a way that it does not measure only distances between points on contours but rather analyse deviation of distances to both/all contours from each image point/voxel. The obtained result is information rich, reliable and provided in a form of an image, enabling detailed topographic analysis. In addition to image representation, results can be further processed into angular representation for compact topographic analysis or into overall scalar estimates for quick assessment of contour disagreement. Results. Distance deviation method is demonstrated on a multi observer contouring example with complex contour shapes, i.e., with pronounced extremes and void interior. The results are presented using the three proposed methods. Conclusions. The proposed method can detect and measure contour variation irrespective of contour complexity and number of contour segments, while the obtained results are easy to interpret. It can be used in various situations, regarding the presence of reference contour or multiple test contours.
