OECD Health Care Quality Indicators Project

Abstract: Projekt OECD o kazalcih kakovosti zdravstvenega varstva (HCQI) nadaljuje z delom, s katerim sta začela Sklad britanske zveze države (Commonwealth Fund) in Nordijski svet ministrov (Nordic Council of Ministers). Dolgoročni cilj je razvoj in vzpostavitev zbirke kazalcev kakovosti na mednarodni ravni, ki bi lahko v končni fazi služila primerjavam med državami. Zbirka podatkov HCQI sestoji iz dveh glavnih področij: prva so redno zbirani kazalniki, druga pa kazalniki, ki se zbirajo v določenih podskupinah, kot so duševno zdravje, varnost bolnikov, promocija zdravja, preventiva in primarno zdravstvo ter odzivnost/izkušnje bolnikov. Prvi rezultati so bili objavljeni v Delovnih zvezkih OECD št. 22 in 29 in v poglavju o kakovosti oskrbe v publikaciji Health at a Glance 2007 in 2009. Trenutno obstaja okrog 40 kazalcev kakovosti,ki so jih nacionalni strokovnjaki potrdili kot ustrezne za zbiranje podatkov na mednarodni ravni ob upoštevanju vseh omejitev. Merjenje kakovosti v zdravstvenem varstvu na mednarodni ravni omogoča državam identificirati razlike v kakovosti zdravstvenega varstva in analizirati, zakaj do razlik prihaja. Informacije o učinkih storitev prispevajo k boljšemu razumevanju učinkovitosti ukrepov, ki so povezani z modelom zdravstvenega sistema in politik, ki lahko izboljšajo kakovost. Mednarodne primerjave prav tako podpirajo razvoj nacionalnih sistemov poročanja o učinkih, kot rezultat pa se poveča preglednost in zanesljivost.

Impact of research and development on manufacturing trade

Abstract: The basic aim of the research is to investigate the impacts of research and development (R&D) on manufacturing trade. Six hypotheses are tested. The focusis on possible non-linear effect of R&D on trade flows and whether R&D helps overcome the distance and the role of level of economic development on manufacturing trade. The panel unit root test and panel econometric methods are employed on the adapted gravity trade model using the panel data for Organisation for Economic Cooperation and Development (OECD) countries during the period 1995-2003. The results of the research indicate that R&D is positively associated with manufacturing trade for exporting countries, while results are mixed for importing countries. The results reject the non-linear relationship between R&D and manufacturing exports. Estimations suggest that R&D may contribute to overcoming the effects of distance on manufacturing exports and may strengthen import specialization. R&D is found as the way to foster exports of manufacturing products from developing to developed OECD countries.

Information and communication infrastructure development and agro-food trade

Abstract: The purpose of this paper is to provide an adapted gravity trade model to measure the influence of communication infrastructure development on agro-foodtrade. The adapted gravity trade model presents associations of bilateral agro-food trade between OECD countries with traditional gravity equation variables and particularly with variables of the information and communication infrastructure development. Using the adapted gravity trade model we find a positive association between the information and communication infrastructure development and bilateral agro-food trade flows between OECD countries. This association is significantly stronger for agricultural than for food products. The improved information and communication infrastructure development improves information and reduces trade transaction costs.

Tax wedge on labour

Abstract: When taxes on labor are introduced the tax wedge between labor costs paid by employer (gross wage) and net wage received by employee appears. At a certain level of wage, higher tax wedge on labor increases unemployment and decreases employment, ceteris paribus. The paper tackles with thee main questions: characteristics of tax wedge on labor, unemployment and employment rate in OECD countries in near past, tax wedge on labor policy in EU15 and new EU members and tax system and its effects on unemployment and employment rate in Slovenia. We found that OECD countries can be classified in two groups of countries if tax wedge on labor, unemployment rate and employment rate are taken into consideration. First group is high tax wedge, high unemployment rate and low employment rate group of countries, whereas the other group has alternative characteristics. European member states (old and new) have on average higher tax burden on labor than OECD average, consequentlz suffering from higher unemployment rates. Slovenia has unreasonably high tax wedge on labor; in EU onlz Belgium and Germany have a higher tax burden. According to previous and our empirical findings we suggest that Slovenia could benefit from lowering tax wedge.
