Border puzzle

Abstract: Since 1990 seven independent, sovereign nation-states emerged out of one multi-ethnic Yugoslavia: Bosnia and Herzegovina (BiH), Croatia, Kosovo (pending UN status), Macedonia (Former Yugoslav Republic of Macedonia - FYRM),Montenegro, Serbia and Slovenia. Disputes over border-line delimitation among former brothers-in-arms have been solved sporadically. International arbitrary decisions are pending. Further fragmentation of Bosnia and Herzegovina, resulting out of poor economic conditions and rivalry between nation-state ethnicities, is a constant threat. There are no reports of border disputes on the Montenegro-Serbian and Macedonian-Serbian border, but even there, ethnic minorities strive for regional autonomy. Management of the Kosovo-Serbian border is under the consideration of Serbia. The borders of Bosnia and Herzegovina are fragile since major energy and traffic issues are related to this issue. The long-lasting Slovenian-Croatian border problem (in particular in the Bay of Venice) has moved from a bi-partisan solution to the European arbitrary court. The EUʼs integration process shows several stages. Slovenia is a member of the European Union. The EU is looking forward to integrate Croatia by 2013. Montenegro has made substantial efforts in becoming an EU member. Bosnia and Herzegovina, and recently Serbia, are in the initial stages of the EU integration process. Kosovo is not yet seriously involved in the integration process. Macedonia is facing an obstacle to integration from Greece, related to the countryʼs name and history. The reality of cross-border co-operation by members of the EU will be elaborated through the example of a tourism project in the three-border area of Austria, Italy and Slovenia.

Labour taxation and its impact on employment growth

Abstract: The paper aims to assess the characteristics of labour taxation for five different groups of workers and labour market performance (in terms of employment and unemployment rate) in the EU and to examine whether tax wedge affects employment growth in the EU. The descriptive empirical estimates show that the level of labour taxation varies greatly across EU Member States, by which the tax wedge tends to be higher among New Member States (excluding Cyprus and Malta). Furthermore, the panel regression analyses confirm statistically significant negative relationship between tax wedge and employment growth in the EU as a whole. Therefore, the empirical analysis suggests that the EU-27 should continue with the trend of reducing tax wedge, as this would have favourable effects on labour market performance, especially among New Member States.

Empirics on real convergence within European Union

Abstract: Empirical analysis of the real convergence between old (EU15) and new (EU8) economies is the basic focus of this paper, which should importantly contribute to the extensive empirical literature. The basic motivation for the present analysis is mixed results regarding the convergence process between EU8 and EU15 obtained by different authors. Important contribution to the mixed results is provided by different methodological frameworks used. Therefore, we apply cross-section, panel data and time series framework and test for real convergence between the EU8 and EU15 economies. The obtained results indicate statistically significant negative relationship between average growth of labour productivity and initial value of labour productivity level. However, there is clear absence of systematic convergence between EU8 and EU15 economies. This implies that individual economies from the EU23 group (i.e. EU8 + EU15) converge to its individual steady state, but both group of economies (EU8 and EU15) have different steady states. This result, however, provokes hypothesis that integration of former socialist economies (also termed as advanced transition economies) has not caused the convergence of these economies towards the productivity level of advanced market economies represented as EU15.

Obdavčitev dela in rast zaposlenosti: Slovenija v mednarodnem kontekstu

Abstract: V članku so obravnavane značilnosti davčnega primeža, stopnje zaposlenosti in brezposelnosti v državah OECD in EU-27, s posebnim poudarkom na Sloveniji, ter analiziran učinek davčnega primeža na zaposlenost. Rezultati empirične analize so pokazali, da lahko države OECD in EU-27 razvrstimo v dve skupini glede na stopnje zaposlenosti in brezposelnosti. Prva skupina beleži nizko stopnjo zaposlenosti in visoko stopnjo brezposelnosti ter visok davčni primež, medtem ko ima druga skupina držav obratne značilnosti. Negativni učinek davčnega primeža na rast zaposlenosti v EU-27 je potrdila tudi panelna regresijska analiza. Slovenija se uvršča med države z visokim davčnim primežem, za katere je še posebej pomembno, da slednjega še naprej znižujejo.
