Flexicurity policies and their association with productivity in the European Union

Abstract: The paper examines the issue of flexicurity in the EU Member States and studies the association between flexicurity policy components (i.e. employment protection legislation, lifelong learning programs, active and passive labour market policies) and labour and total factor productivity growth in 20 EU Member States over the 19912008 period. The empirical analysis pointed on the existence of large differences in the level of implementation of flexicurity policies across EU Member States, by which the least successful are NMS, especially with regard to active labour market and lifelong learning programs. As regards the relation between flexicurity variables and productivity growth, panel regression estimates showed that active labour market policies and participation in lifelong learning programs have a statistically significant positive association with labour and total factor productivity growth. On the other hand, rigid employment protection and high expenditures for passive labour market policies negatively relate to productivity growth.

How flexicure are new EU member states?

Abstract: The paper analyses the state of implementation of flexicurity policy components in the NMS and, by using panel regression analysis, estimates the relationship between flexicurity policy components (i.e., employment protection legislation, expenditures for active employment policies, participation in lifelong learning and net replacement rate) and labour productivity and long-term unemployment. The empirical analysis showed that the labour markets in the NMS are, on overall, not more rigid than the labour markets in the EU-15, however problematic remain low expenditure for active labour market policies, education and social protection and low participation in lifelong learning. NMS must, according to the results of the panel linear regression, improve their performance in mentioned areas in order to improve their labour productivity and decrease long-term unemployment.

Rural labour market developments in the Republic of Macedonia

Abstract: The significant changes in the quantitative and qualitative characteristics of human resources in rural Macedonia can be explained by the continued tendency of emigration from villages to urban areas and abroad. The intensity of emigration has altered the demographic structure and reproductive base of the rural population, along with the income of rural households. The rural and agricultural labour market faces a mismatch with respect to the unfavourable age, education and spatial distribution of the total labour force. A reduction in the participation of women in the agricultural labour force is a new feature. The overall transformation is apparent in the income structure of rural households. An increase of the share of households with mixed income sources notably stems from households that receive remittances and foreign currency funds from family members abroad. The demographic revitalization of rural areas depends on economic revitalization, with a more rational use of the labour force and human resources, as well as, restructuring of agricultural production and agricultural holdings. In addition, improvements are necessary in the functioning of market institutions to better meet the needs of smaller farmers and the rural economy.
