Integrating group Delphi, analytic hierarchy process and dynamic fuzzy cognitive maps for a climate warning scenario

Abstract: Purpose - The purpose of this paper is to present the common use of Delphi method, analytic hierarchy process (AHP) and dynamic fuzzy cognitive maps (DFCM) for development of future scenarios in correlation with climate warnings. Design/methodology/approach - The developed global model is based on a cognitive map composed of 28 factors. Among these factors two are independent, namely human consciousness and living standard. These two factors represent the most important levers of control within the designed model. Two approaches to scenario development have been applied, so that the comparison of the results between conventional fuzzy method and dynamic fuzzy method could give some further insights about global climate development and sustainability, as well as about differences between the two approaches. Findings - Results of the first model (no-time-delay in cause-effect relation) show that in general there is no absolute convergence to a single vector C(tn+1) for various initial values for C(0). But an interesting phenomenon of cyclical convergence of the model was observed, which coincides with the empirical research results that observe cycles in the climate change awareness and environmental impact. In the second model, time-delay in the adjacency matrix was considered during the iteration. An interesting phenomenon of cyclical convergence of this model was observed as well. In two antimetric cases the authors have observed the phenomenon of two cycles, where the second, final cycle is developing after the occurrence of the first. Practical implications - The paper can be of interest for foresight practitioners and policy makers who want to employ a hybrid approach to scenario development and use it as a learning device. Originality/value - The paper presents a different approach, based on dynamic fuzzy cognitive maps, to future scenarios development related to climate warning.

An operations process framework for international M&A value creation

Abstract: A framework for understanding the operational aspects of international Mergers and Acquisitions (M&As) is presented. Based on a literature review of the operational activities that support M&As, the key stages used in the integration of manufacturing and supply networks are captured from an operations perspective. In-depth case studies of international M&As are used to explore these phases and their supporting operational processes. The resulting process map is tested and further developed with a range of operational and non-operational stakeholders, those that play critical gate-keeping roles in M&A progression. Finally, a single integrating framework is proposed, that links the 'hard' and 'soft' management factors, with the operational factors that influence successful M&A integration, and how these contribute to value creation. The framework suggests that 'network access', i.e. markets, products, technology, know-how and 'network efficiency', i.e. optimisation of manufacturing and supply chain resources, provide the two principal routes to achieving operational synergy.

The choice in the lawmaking process

Abstract: We develop a model of lawmaking to study efficiency implications of, and variation in, jurisdictions' choices between promulgation of indigenously developed laws and legal transplants. Our framework emphasizes the sequential nature of lawmaking, the ubiquity of uncertainty, considerations about ex-antepromulgation versus ex-post adjustment costs, and the importance of the political context of legal reform. In discerning the patterns of in efficiencies in both transplantation and indigenous lawmaking, we elucidate the role of heterogeneity of interests and adaptability of a legal system. We also find that domestic corruption per se need not justify transplantation of foreign legal models. Our results support the view that local conditions are acrucial determinant of the appropriate path of legal reform.

Rural labour market developments in the Republic of Macedonia

Abstract: The significant changes in the quantitative and qualitative characteristics of human resources in rural Macedonia can be explained by the continued tendency of emigration from villages to urban areas and abroad. The intensity of emigration has altered the demographic structure and reproductive base of the rural population, along with the income of rural households. The rural and agricultural labour market faces a mismatch with respect to the unfavourable age, education and spatial distribution of the total labour force. A reduction in the participation of women in the agricultural labour force is a new feature. The overall transformation is apparent in the income structure of rural households. An increase of the share of households with mixed income sources notably stems from households that receive remittances and foreign currency funds from family members abroad. The demographic revitalization of rural areas depends on economic revitalization, with a more rational use of the labour force and human resources, as well as, restructuring of agricultural production and agricultural holdings. In addition, improvements are necessary in the functioning of market institutions to better meet the needs of smaller farmers and the rural economy.
