On the way towards flexicurity in the countries of former Yugoslavia

Opis: The paper presents the latest available data on the labour market situation and a systematic in-depth analysis of the level of implementation of flexicurity policy components (i.e. flexibility of working arrangements, lifelong learning strategies, expenditures for social security of unemployed and active employment policies) in the countries of former Yugoslavia. The paper finds that ex-Yugoslav countries are, on average, characterized by relatively strict employment protection legislation and low levels of part-time and temporary employment, in spite of significant liberalization measures during the past decade. Majority of countries provide relatively weak social protection of workers in terms of unemployment benefits schemes with extremely low coverage rate. Furthermore, most of the countries face difficulties in the design and implementation of active employment policies and lifelong learning programmes. The latter two policy components are still poorly developed also in CEE countries.

Flexicurity policies and their association with productivity in the European Union

Opis: The paper examines the issue of flexicurity in the EU Member States and studies the association between flexicurity policy components (i.e. employment protection legislation, lifelong learning programs, active and passive labour market policies) and labour and total factor productivity growth in 20 EU Member States over the 19912008 period. The empirical analysis pointed on the existence of large differences in the level of implementation of flexicurity policies across EU Member States, by which the least successful are NMS, especially with regard to active labour market and lifelong learning programs. As regards the relation between flexicurity variables and productivity growth, panel regression estimates showed that active labour market policies and participation in lifelong learning programs have a statistically significant positive association with labour and total factor productivity growth. On the other hand, rigid employment protection and high expenditures for passive labour market policies negatively relate to productivity growth.

An overview of severance pay schemes in South-Eastern Europe

Opis: The paper provides an overview of severance pay regulation in the South-Eastern Europe (SEE) countries, thereby complementing empirical analysis of severance pay programs with findings on the SEE countries. We found that in general severance pay schemes are very similar among the SEE countries, but vary significantly in their modalities. The results of the empirical analysis show that generous severance pay is negatively associated with GDP per capita, labor productivity and employment. These results reinforce previous findings on this topic and lead to the conclusion that traditional severance pay schemes need to be reformed. However, the inventory among the SEE countries shows that until now no serious debate on the issue took place.

How do new EU member states comply with the flexicurity concept?

Opis: The paper analyses the state of implementation of flexicurity policy components in the NMS and, by using panel regression analysis, estimates the impact of employment protection legislation, expenditures for active employment policies, participation in lifelong learning and net replacement rate on labour productivity and on long-term unemployment. The empirical analysis has shown that the labour markets in the NMS, on the overall, are not more rigid as compared to the EU-15; however, problematic remains low expenditure on active labour market policies, education and social protection, and the low participation in lifelong learning. NMS must, according to the results of the panel linear regression, improve their performance in the mentioned areas in order to improve their labour productivity and decrease long-term unemployment.

Labour taxation and its impact on employment growth

Opis: The paper aims to assess the characteristics of labour taxation for five different groups of workers and labour market performance (in terms of employment and unemployment rate) in the EU and to examine whether tax wedge affects employment growth in the EU. The descriptive empirical estimates show that the level of labour taxation varies greatly across EU Member States, by which the tax wedge tends to be higher among New Member States (excluding Cyprus and Malta). Furthermore, the panel regression analyses confirm statistically significant negative relationship between tax wedge and employment growth in the EU as a whole. Therefore, the empirical analysis suggests that the EU-27 should continue with the trend of reducing tax wedge, as this would have favourable effects on labour market performance, especially among New Member States.

Theoretical views on the firm's objectives. Which one to choose?

Opis: The paper focuses on theories on the objectives of the firm. The main questionis how firms are governed from the perspective of targeting the primary objective of its existence. We find that there are two mainstream theories: shareholder theory and stakeholder theory. The first theory puts shareholders (i.e. owners) in the primary position of the firm: the firm should primary focus on shareholderʼs interests being usually maximization of the firm's value. The stakeholder on the other hand focusses also on other stakeholders of the firm (i.e. employees, society, government, suppliers, customers etc.); the interests of shareholders are only one of the objectives a firm should follow. In the paper we present the overview of theoretical thoughts on the issue and present the empirical analysis that will be performed on Slovenian case.
