Employment protection legislation and profits

Opis: The objective of the paper is to examine the relationship between employment protection regulations and profits in the European economies. Using regression analysis on the panel of 18 European countries over the period 1998-2008, we study the effect of EPL index on net operating surplus of mixed income (a measure of profits). Our findings confirm a statistically significant negative relation between EPL index and profits at the level of economies, implying that more rigid employment legislation, and by that higher hiring and firing costs, hinder an efficient allocation of resources, resulting in lower efficiency of companies and in decline of profits. Although the effect is small, we believe that further flexibilization of employment protection regulation presents an important determinant not only for labor market performance and productivity, but also for companiesʼ profits and therefore for the competitiveness of the European countries.

How flexicure are new EU member states?

Opis: The paper analyses the state of implementation of flexicurity policy components in the NMS and, by using panel regression analysis, estimates the relationship between flexicurity policy components (i.e., employment protection legislation, expenditures for active employment policies, participation in lifelong learning and net replacement rate) and labour productivity and long-term unemployment. The empirical analysis showed that the labour markets in the NMS are, on overall, not more rigid than the labour markets in the EU-15, however problematic remain low expenditure for active labour market policies, education and social protection and low participation in lifelong learning. NMS must, according to the results of the panel linear regression, improve their performance in mentioned areas in order to improve their labour productivity and decrease long-term unemployment.

The analysis of flexicurity in the EU member states

Opis: The purpose of this paper is to present the characteristics of labor markets in the EU Member States in terms of design and implementation of policy components of flexicurity, as well as to examine the relationship between flexicurity and labor productivity. The estimates of the characteristics of labor market flexibility and security, and flexicurity models in the EU are based on the descriptive statistics and cluster analysis. The impact of flexicurity on labor productivity is assessed using principal component analysis and linear regression analysis. The results of empirical analysis point on the existence of considerable differences in labor market flexibility and security across EU Member States. The least successful at simultaneous implementation of flexibility and security are New Member States, showing rigid labor market regulation at very low security of employees. On the other hand, the most balanced flexicurity policies, thus ensuring high levels of flexibility and security, can be found among Scandinavian countries. The latter, together with United Kingdom and Ireland, also achieve the highest macroeconomic performance. The positive impact of flexicurity on macroeconomic performance was confirmed by linear regression analysis, which showed a positive relationship between indicators of security in the labor market and labor productivity.

Obdavčitev dela in rast zaposlenosti: Slovenija v mednarodnem kontekstu

Opis: V članku so obravnavane značilnosti davčnega primeža, stopnje zaposlenosti in brezposelnosti v državah OECD in EU-27, s posebnim poudarkom na Sloveniji, ter analiziran učinek davčnega primeža na zaposlenost. Rezultati empirične analize so pokazali, da lahko države OECD in EU-27 razvrstimo v dve skupini glede na stopnje zaposlenosti in brezposelnosti. Prva skupina beleži nizko stopnjo zaposlenosti in visoko stopnjo brezposelnosti ter visok davčni primež, medtem ko ima druga skupina držav obratne značilnosti. Negativni učinek davčnega primeža na rast zaposlenosti v EU-27 je potrdila tudi panelna regresijska analiza. Slovenija se uvršča med države z visokim davčnim primežem, za katere je še posebej pomembno, da slednjega še naprej znižujejo.

Severance pay programmes in South-Eastern Europe

Opis: The paper provides an overview of severance pay regulation in the South-Eastern Europe (SEE) countries. We found that in general severance pay schemes are very similar among the SEE countries, but vary significantly in their modalities. Severance pay programmes are rather generous, especially when compared to more developed OECD and EU-15 countries. Moreover, several countries in the region complement already generous severance pay with mild legislation on minimum tenure required to be eligible for benefit and rather long notice periods before dismissal. The issue of traditional severance pay schemes raises a question about the need of reforms; however, the inventory among the SEE countries shows that until now no serious debate on the issue took place.
