The effect of unemployment benefit generosity on unemployment duration : quasi-experimental evidence from Slovenia

Opis: The paper analyses the effects of a 2011 increase in the unemployment benefit replacement rate on the job-finding rate of Slovenian benefit recipients. Using registry data on the universe of Slovenian unemployment benefit recipients, we exploit legislative changes that selectively increased the replacement rates for certain groups of workers while leaving them unchanged for others. Applying this quasi-experimental approach, we find that increasing the replacement rate significantly decreased the hazard rate of the transition from unemployment to employment, with an implied elasticity of the hazard rate with respect to benefit replacement rate being 0.7 to 0.9. The results also show that the increase of the unemployment benefit replacement rate does not affect the job-finding probability of jobseekers whose reason for unemployment is employer exit, and that the effects of the increase of replacement rate are present only upon exit to employment and not to inactivity.

Population ageing and labour market in Slovenia and European Union

Opis: In this paper we investigate the influence and importance of population ageing for labour market. Particularly we focus on unemployment, salaries and population education level. After reviewing some of the previous research on the influence of demographic ageing on labour market, we set three hypotheses, referring to the three above mentioned specific aspects of labour market, which were tested using multivariate regression analysis. Based on demographic and socio-economic panel data on Slovenian municipalities, we separately tested the three hypotheses in case of Slovenia; and using panel data on European Union countries we separately tested the three hypotheses in case of European Union and compared the results. Based on data for Slovenia and European Union we found out that population ageing increases unemployment and decreases population education level, however in case of analysis of salaries the results are somehow ambiguous.

How flexicure are new EU member states?

Opis: The paper analyses the state of implementation of flexicurity policy components in the NMS and, by using panel regression analysis, estimates the relationship between flexicurity policy components (i.e., employment protection legislation, expenditures for active employment policies, participation in lifelong learning and net replacement rate) and labour productivity and long-term unemployment. The empirical analysis showed that the labour markets in the NMS are, on overall, not more rigid than the labour markets in the EU-15, however problematic remain low expenditure for active labour market policies, education and social protection and low participation in lifelong learning. NMS must, according to the results of the panel linear regression, improve their performance in mentioned areas in order to improve their labour productivity and decrease long-term unemployment.
