Capital market, subsidies, agricultural and rural developments in the Republic of Macedonia

Abstract: The undeveloped rural capital market in the Republic of Macedonia is constrained by an urban-rural development gap with limited capacities for rural development and imperfections in the rural capital market. Among the most striking hindrances are the illegal status of a large share of agricultural buildings and other real estate in rural areas, particularly, on the individual family farms that prevail in the country, and the insufficient knowledge and abilities of individual farmers in applying for credit. National, European Union and other donor funds are being used to improve knowledge, skills and other human resources, and to address the illegal status of buildings and facilities. During the most recent years, government support for agricultural, rural and regional development has been introduced to promote good agricultural practices, production and economic activity in rural areas. The elimination of imperfections and improvements to the functioning of the capital market - making access to credit and funds easier, especially, for small-scale family farms and for rural development are seen as measures contributing to agriculture and more balanced rural and regional development.

Ali regulacija in kritje cen zdravil vplivata na javne izdatke za zdravila?

Abstract: Izhodišča: Z regulacijo in s kritjem cen zdravil poskušamo v Sloveniji obvladovati in zmanjševati javne izdatke za zdravila. Obstajata dve vrsti referenčnih cen (R)Č eksterne cene z najvišjo dovoljeno ceno in interne cene z najvišjo priznano vrednostjo. Zavod za zdravstveno zavarovanje Slovenije krije njihovo predpisano rabo in se za vse cene tudi pogaja. V članku smo želeli potrditi osnovno tezo, da se regulirane veleprodajne cene zdravil zaradi regulacije cen in kritja zdravil znižujejo in verjetno vplivajo na obvladovanje in zmanjševanje javnih izdatkov za zdravila. Metode: V raziskavo smo zajeli 760 reguliranih veleprodajnih cen iz obeh skupin zdravil, tj. predpisanih ambulantno na recept in zdravil, financiranih iz javnih sredstev. Za oceno vpliva regulacije veleprodajnih cen in kritja zdravil na nominalno in realno gibanje veleprodajnih cen zdravil v letih 2003-2010 smo uporabili Laspeyresov indeks in Wilcoxonov test predznačenih rangov. Rezultati: Z Laspeyresovim indeksom smo potrdili zniževanje reguliranih in kritih nominalnih in realnih sprememb ravni veleprodajnih cen zdravil v letih 2003-2010, kar smo potrdili tudi s statistično pomembnimi razlikami z Wilcoxonovim testom predznačenih rangov (sig < 0,05). Zato smo pri stopnji tveganja Ž = 0,05 sprejeli sklep, da so se regulirane in krite nominalne in realne veleprodajne cene zdravil v proučevanem obdobju zniževale. Regulirane in krite veleprodajne nominalne in realne cene generičnih zdravil se znižujejo bolj kot cene originalnih zdravil. Zaključki: V prispevku ugotavljamo, da so se proučevane regulirane in krite veleprodajne cene zdravil v letih 2003-2010 zniževale. Regulacija in kritje veleprodajnih cen zdravil bi ob učinkoviti porabi in ponudbi zdravil lahko pozitivno vplivalo na obvladovanje in zmanjševanje javnih izdatkov za zdravila. V članku nismo obravnavali bolni ničnih zdravil.

Cybernetic systems in defence management applications

Abstract: Purpose The purpose of this paper is to introduce cybernetic systems in defence management applications, to meet new challenges of the information society and use of system modelling for decision making. Design/methodology/approach The paper defines basic terms for understanding the complexity of the defence management applications, which is simplified using input-output modelling. Findings The paper illustrates the interdisciplinary nature of cybernetics, systems and management sciences. The defence system is analysed and a general input-output model for defence system development recommended. Research limitations/implications New data technology and data availability provide perspective for applied research using scientific approach. Practical implications Cybernetic systems for defence provide analytical modelling for management applications. Originality/value The paper presents a concept and empirical evidence for defence system analysis and a new way of thinking that affects defence planning and defence management. A cybernetic, systemic and input-output methodology provides solutions for defence management applications.

Analysis of the financial performance in the Slovenian tourism economy

Abstract: This paper aims to analyze the difference in financial performance of the different tourism economy activities in Slovenia. The analysis was performed for the period 19952009. We analyzed the financial indicators on the basis of the official company accounts data. The nominal financial data are deflated by the statistical deflator for value of inflation in order to obtain real values of financial indicators over the analyzed years. We included financial indicators that are related to the business performance of enterprises in the Slovenian tourism economy. The research hypothesis was tested using quantitative analysis employing nonparametric Kruskal-Wallis test and Wilcoxon-Mann-Whitney test of the secondary data used. The empirical analysis confirmed that there are significant differences in financial performance among different tourism economy activities in Slovenia.

Razvoj sončnih elektrarn, financiranje in ekonomska upravičenost

Abstract: V Sloveniji je 3,6-odstotni dele obnovljivih virov energije in kogeneracij v celotni porabi električne energije. Spodbujanje za nalobe je zagotovljeno s prispevkom za obnovljive vire energije v višini 0,8 odstotka, ki ga plačujejo vsi odjemalci električne energije; prispevek za zagotavljanje zanesljive oskrbe iz domačih virov, ki se izplačuje slovenskim termoelektrarnam, pa znaša 3,8 odstotka. Sredstva za spodbude se sistemsko vračajo investitorjem prek sistema odkupnih cen električne energije od leta 2002. Leta 2004 je bil dan zelo velik poudarek spodbudam za gradnjo mikro sončnih elektrarn z instalirano močjo do 36 kW, leta 2006 je bila politika spodbud z odpravo velikostnih razredov razširjena na vse sončne elektrarne in odpravljena cena na velikostni razred. To je spodbudilo močna vlaganja v fotovoltaične proizvodne vire. Od novembra 2009, ko je začela veljati nova metodologija, je zopet postavljena omejitev velikostnih razredov glede na instalirano moč, in sicer do 50 kW za mikroelektrarne in nad 50 kW in do 1 MW za male elektrarne. S statistično analizo smo primerjali realne cene sončnih elektrarn z realnimi cenami električne energije v gospodinjstvih za standardno skupino Dc in z realnimi cenami električne energije v industriji za standardno porabniško skupino Ic. Na investiranje v proizvodne naprave obnovljivih virov energije pomembno vplivajo podporni instrumenti, nepovratna sredstva Ministrstva za kmetijstvo, gozdarstvo in prehrano, posojila Eko sklada in za 15 let zagotovljena odkupna cena za električno energijo, pridobljeno iz obnovljivih virov energije.
