An overview of severance pay schemes in South-Eastern Europe

Abstract: The paper provides an overview of severance pay regulation in the South-Eastern Europe (SEE) countries, thereby complementing empirical analysis of severance pay programs with findings on the SEE countries. We found that in general severance pay schemes are very similar among the SEE countries, but vary significantly in their modalities. The results of the empirical analysis show that generous severance pay is negatively associated with GDP per capita, labor productivity and employment. These results reinforce previous findings on this topic and lead to the conclusion that traditional severance pay schemes need to be reformed. However, the inventory among the SEE countries shows that until now no serious debate on the issue took place.

Agro-food exports variety from the Central and Eastern European countries

Abstract: This paper analyses the agro-food exports variety from twelve Central and Eastern European countries (CEECs) to the European Union (EU) during the years 1995-2007. The panel regression models explain the agro-food exports by its previous year, income in the importing EU countries, and measure of agro-food export product variety, while the real exŽchange rate appreciation of the CEECcurrencies has negatively influenced agro-food exports. The EU enlargement with the reduction in agricultural protection and the borderless single market has induced agro-food export increases in primary agŽricultural produce and intermediate food-processed products, but less in higher value-added food-processed differentiated products. The impact of increased number of CEECs agro-food product varieties on agro-food export to the EU is positive.

Land endowments and land market policies in Croatia, FYR of Macedonia and Turkey

Abstract: This paper provides an overview and a comparison of country-level land endowments and land market policies covering the three candidate countries for European Union membership: Croatia, the FYR of Macedonia and Turkey. The analyses and comparisons of agricultural land endowments and factors driving land markets are based on the available cross-section and time-series evidence on agricultural land endowments and land productivity (yields). The land productivity measured by production per hectare of agricultural land varies between the three countries. Agricultural land structures are the result of historical evolution in land markets and land-leasing developments with additional different institutional environments and agrarian and land reforms.

Research and development spending and export performance by the technological intensity of the products

Abstract: This article examines the effects of research and development (R&D) spend-ing on merchandise export by low, medium-low, medium-high, and high technological intensity of the products between OECD countries by panel data econometric approaches using a gravity model. R&D spending is positively associated with merchandise exports, particularly for high technological intensity products in exporting countries. R&D spending can contribute to offsets the effect of distance on merchandise export, except for low technological intensity products. R&D spending fostered catching-up in merchandise export from developing to developed OECD countries in each technological intensity of the products, particularly for high and medium low technological intensity of the products and served in successful import penetration in medium-high and medium-low technological intensity of the products. R&D spending can play important role in strategies of export-oriented industrialization by a shift of merchandise exports towards higher technological intensity of the products and in successful import penetration.

Severance pay programmes in South-Eastern Europe

Abstract: The paper provides an overview of severance pay regulation in the South-Eastern Europe (SEE) countries. We found that in general severance pay schemes are very similar among the SEE countries, but vary significantly in their modalities. Severance pay programmes are rather generous, especially when compared to more developed OECD and EU-15 countries. Moreover, several countries in the region complement already generous severance pay with mild legislation on minimum tenure required to be eligible for benefit and rather long notice periods before dismissal. The issue of traditional severance pay schemes raises a question about the need of reforms; however, the inventory among the SEE countries shows that until now no serious debate on the issue took place.
