Title:Children in digital age – Slovenian perspective

Abstract:To poročilo o državi preučuje uporabo in vpliv digitalnih naprav med slovenskimi otroki in mladostniki ter pravni okvir Republike Slovenije glede otrokovih pravic, zlasti v kontekstu digitalnih storitev in družbenih omrežij. Ugotavlja, da so pametni telefoni med slovenskimi mladimi najpogosteje uporabljene naprave, pri čemer jih uporabljajo več ur dnevno. Televizija in računalniki so prav tako pogosto v uporabi, vendar v manjši meri kot pametni telefoni. Poročilo poudarja vpliv staršev pri usmerjanju rabe tehnologije ter priljubljenost različnih družbenih omrežij med posameznimi starostnimi skupinami. V okviru slovenskega pravnega sistema so raziskane tudi pravne definicije otroka in mladoletne osebe ter vloga staršev. Dokument nadalje obravnava stališče Slovenije glede otrokovih pravic v digitalni dobi, pri čemer izpostavlja odsotnost posebnega zakona o otrokovih pravicah, hkrati pa priznava vlogo Ustave in Družinskega zakonika pri zagotavljanju njihove zaščite. Poročilo analizira tudi vlogo javnih institucij, pravnih sredstev in izobraževanja pri varovanju otrok v digitalnem prostoru ter poudarja prispevek različnih organizacij in pravnih aktov k spodbujanju varne rabe interneta in zaščiti otrokovih pravic na spletu. Povzetek izpostavlja kompleksnost in razvijajočo se naravo otrokovih digitalnih pravic ter poudarja potrebo po stalni pozornosti in prilagajanju za zaščito teh ranljivih članov družbe.

Abstract:This country report explores the use and impact of digital devices among Slovenian children and adolescents, along with the Slovenian legal framework concerning children’s rights, specifically in the context of digital services and social media. It reveals that smartphones are the most used devices among Slovenian youth, with significant hours spent on them daily. Television and computers are also commonly used, though less so than smartphones. The influence of parents in guiding technol-ogy use and the popularity of various social networks among different age groups are highlighted. Legal definitions of a child and minor, as well as the role of parents, are explored within the Slovenian legal system. The document further examines Slovenia’s stance on children’s rights in the digital era, emphasising the lack of a specific law for children’s rights while acknowledging the Constitution and Family Code’s role in ensuring their protection. The role of public institutions, legal remedies, and education in safeguarding children in the digital space is also examined, highlighting the contribu-tions of various organisations and legal acts in promoting safe internet use and protecting children’s rights online. The abstract underscores the complexity and evolving nature of children’s digital rights, emphasising the need for continued vigilance and adaptation to protect these vulnerable members of society.
