The effect of unemployment benefit generosity on unemployment duration : quasi-experimental evidence from SloveniaMatija Vodopivec, Suzana Laporšek, Primož Dolenc, Milan Vodopivec, 2015, elaborat, predštudija, študija Opis: The paper analyses the effects of a 2011 increase in the unemployment benefit replacement rate on the job-finding rate of Slovenian benefit recipients. Using registry data on the universe of Slovenian unemployment benefit recipients, we exploit legislative changes that selectively increased the replacement rates for certain groups of workers while leaving them unchanged for others. Applying this quasi-experimental approach, we find that increasing the replacement rate significantly decreased the hazard rate of the transition from unemployment to employment, with an implied elasticity of the hazard rate with respect to benefit replacement rate being 0.7 to 0.9. The results also show that the increase of the unemployment benefit replacement rate does not affect the job-finding probability of jobseekers whose reason for unemployment is employer exit, and that the effects of the increase of replacement rate are present only upon exit to employment and not to inactivity. In the absence of training funds, larger, high-wage and more capital-intensive firms are the most likely to offer training unless they are liquidity constrained. If firms are not liquidity constrained, the fund could lower training investments. Using an administrative data set on the Mauritius training fund, we find that the firms most likely to train pay more in taxes than they gain in subsidies. The smallest firms receive more benefits than they pay in taxes. Population aging and labour market paricipation of old workers in Sri LankaMilan Vodopivec, Nisha Arunatilake, 2011, izvirni znanstveni članek Opis: Sri Lanka's population is predicted to age very fast during the next 50 years, bringing a potential slowdown of labour force growth and after 2030 its contraction. Based on a large and detailed survey of old people in Sri Lanka, conducted in 2006, the paper examines labor market consequences of this process, focusing on employment outcomes of old workers and the reasons and determinants of labour market withdrawal. The paper finds that a vast majority of Sri Lankan old workers are engaged in the informal sector, work long hours, and are paid less than younger workers. Moreover, using hard evidence, it shows that labour market duality characterizing most developing countries carries over to old age: (i) previous employment is the most important predictor of the retirement pathway; (ii) older workers fall into two categories: formal sector workers, who generally stop working before age 60 because of mandatory retirement regulations, and casual workers and the self-employed, who, due to poverty, work till very old ages and stop working primarily because of poor health; and (iii) the option of part-time work is used primarily by former formal sector workers.
