Title:Delovanje Slovenije v makroregionalnih strategijah Evropske unije

Abstract:Poročilo je rezultat raziskovalnega projekta "Delovanje Slovenije v makroregionalnih strategijah Evropske unije" v okviru Ciljnega raziskovalnega programa 2023. Namen projekta je analiza delovanja makroregionalnih strategij Evropske unije v Republiki Sloveniji. Z analizo kvalitativnih intervjujev in analizo primarnih virov raziskava proučuje implementacijo v treh makroregionalnih strategijah Evropske unije, kjer Republika Slovenija sodeluje (Strategija Evropske unije za podonavsko regijo, Strategija Evropske unije za jadransko-jonsko regijo in Strategija Evropske unije za alpsko regijo). Raziskava analizira tudi slovensko sodelovanje v makroregionalnih strategijah Evropske unije na področju šestega cilja Strategije razvoja Slovenije 2030, tj. konkurenčnega in družbeno odgovornega podjetniškega ter raziskovalnega sektorja. Analiza identificira osem ključnih dejavnikov, ki vplivajo na delovanje Republike Slovenije v makroregionalnih strategijah Evropske unije: 1) vodenje tematskih skupin, 2) sodelovalna kultura, 3) usklajenost ciljev, 4) pristop od spodaj navzgor, 5) horizontalno sodelovanje, 6) vertikalno sodelovanje, 7) kadrovski viri in finančna sredstva in 8) nacionalna koordinacija. Analiza kaže, da tematske skupine, ki obravnavajo tematike konkurenčnega ter družbeno odgovornega podjetniškega in raziskovalnega sektorja, naslavljajo tudi druge cilje Razvojne strategije Slovenije 2030. Smiselno je okrepiti vsebinsko sodelovanje v tematskih skupinah, ki naslavljajo čim več ciljev Strategije razvoja Slovenije 2030.

Title:The Participation of Slovenia in the Macroregional Strategies of the European Union
Abstract:The report presents the findings of the research project "The Participation of Slovenia in the Macro-Regional Strategies of the European Union", conducted under the Target Re-search Programme 2023. The project aimed to analyze the performance of European Un-ion's macro-regional strategies in the Republic of Slovenia. Through the analysis of semi-structured interviews and primary sources, the research explores the implementa-tion of the three macro-regional strategies in which the Republic of Slovenia partici-pates (the European Union Strategy for the Danube Region, the European Union Strate-gy for the Adriatic-Ionian Region and the European Union Strategy for the Alpine Region). The research also explores Slovenia's involvement in European Union’s macro-regional strategies related to the sixth goal of the Slovenian Development Strategy 2030, i.e. a competitive and socially responsible entrepreneurial and research sector. The analysis identifies eight elements affecting the implementation of European Union’s macrore-gional strategies in the Republic of Slovenia: 1) thematic group leadership, 2) cooperative culture, 3) goal alignment, 4) bottom-up approach, 5) horizontal cooperation, 6) vertical cooperation, 7) human and financial resources, and 8) the role of national coordination. The thematic groups that address the themes related to a competitive and socially responsible entrepreneurial and research sector also address other objectives of the Slovenian Development Strategy 2030. Strengthening cooperation in the thematic groups that address multiple development objectives of the Republic of Slovenia would be beneficial.
