Title:Remigracije in dozorevanje krize socializma v Sloveniji na prehodu iz sedemdesetih v osemdeseta leta : primer vračanja pomurskih delavcev

Abstract:Članek obravnava organiziran poskus remigracije delavcev iz Pomurja, ki so v poznih sedemdesetih in zgodnjih osemdesetih letih delali v Nemčiji, v okviru projekta OECD, namenjenega olajšanju njihove vrnitve. Pomurje, nerazvito območje z omejenimi zaposlit- venimi možnostmi, se je soočalo z izzivi presežne delovne sile, brezposelnosti in podzapos- lenosti. Projekt je sledil strategiji slovenskih oblasti, po kateri naj bi bile vrnitve povezane z novimi delovnimi mesti, emigrante pa naj bi spodbudili, da del svojih prihrankov inve- stirajo v produktivne dejavnosti, bodisi v zasebni bodisi v družbeni lasti. Projekt na koncu ni ustvaril novih zaposlitev, emigranti pa so se vračali le v omejenem številu. Povratniki so se večinoma vračali iz osebnih razlogov – domotožja, izpolnjenih materialnih ciljev in družinskih vezi – in so pokazali malo zanimanja za podjetništvo. Primer osvetljuje struk- turne omejitve poznega socializma pri upravljanju migracij, brezposelnosti in regionalnega razvoja.

Abstract:The article analyses a concerted effort to repatriate workers from Slovenia’s Pomurje region who had worked in Germany in the late 1970s and early 1980s, as part of an OECD initiative to support their return. Pomurje, an underdeveloped region with limited employ- ment opportunities, faced challenges from surplus labour, unemployment, and underem- ployment. The project aligned with the Slovenian authorities’ strategy to link returns to new jobs and encourage emigrants to invest part of their savings into productive activities, whether private or socially owned. Ultimately, the project failed to create new employment, and emigrants returned only in small numbers. They mainly came back for personal rea- sons—homesickness, fulfilled material goals, and family ties—and showed little interest in entrepreneurship. The case highlights the structural limitations of late socialism in managing migration, unemployment, and regional development.
